The Commentary states: The second part below shows the number of associated factors in the causal and fruition states. In the causal state, the number is as explained above by the various masters. When this seventh consciousness has transformed its basis, it arises together with twenty-one mental factors, as explained regarding the eighth consciousness when its basis has been transformed. It is also, like the eighth, associated only with equanimous feeling, operating spontaneously, never shifting or disengaging, and not arising through conceptual discrimination—which is true of the six consciousnesses. Although from the first bhūmi onward it operates at some times and does not operate at others, once Buddhahood is attained there is no time when it does not operate; based on this meaning, it is also called "unshakable," and thus is associated only with equanimous feeling. Furthermore, this wisdom mostly gives rise to equality, and equality is great compassion and so forth; the Buddha state is overwhelmingly superior, and its associated qualities abide in the fourth dhyāna, and thus it is associated only with equanimous feeling. Moreover, even if lower bhūmis possess the wisdom of equality, because it does not vary, it is associated only with equanimous feeling just as in the causal state. In the ten bhūmis, depending on whichever bhūmi the sixth consciousness induces, up to the peak of existence, this wisdom is present in all of them; when the wisdom of the emptiness of dharmas based on the mind of that bhūmi induces entry into the cessation attainment, it is present in that bhūmi, so one cannot definitively state that the seventh consciousness of a lower bhūmi serves as the basis for the peak of existence. Although it is common to all bhūmis, it is associated only with equanimous feeling. This point should be considered: one must not object on the basis of causal numbers, because those mental factors are not necessarily identical. Because it constantly operates with equality toward its intentional object, it is associated only with equanimous feeling; by the inherent functioning of all wholesome mental factors, twenty-one mental factors arise together [with it].
