The Commentary states: This is the second explanation. The defilements associated with this consciousness are subsumed under whichever bhūmi is the place of birth. This seventh manas is bound by the four defilements that are simultaneous with itself, so it is called bound to that [bhūmi]; the consciousness is what is bound, and the defilements are what bind. What is meant by "place of birth"? Being bound by the defilements of the bhūmi in which the eighth consciousness is born, it is called bound to that [bhūmi]. Again, this passage is explained in three ways: First: from "That is to say, when born in the desire realm" down to "should be known to be likewise"; what this means is that if it is the manifest manas born in the desire realm, its associated mental factors, following that cittarāja, are bound to the desire realm; "bound" means subordinate, just as ministers are subordinate to a king. From "Spontaneously and constantly grasping" down to "it is called bound to that [bhūmi]"; what this means is that the consciousness that grasps is bound to the bhūmi of its intentional object, called bound by conformity, just as an ox belongs to a house. From "Spontaneously and constantly grasping" to "not of another bhūmi" explains the meaning of the consciousness that grasps belonging to the intentional object; below is the correct explanation, first showing the reason and then explaining the belonging. From "Or, being bound by that bhūmi's" down to "it is called bound to that [bhūmi]"; what this means is that the cittarāja belongs to that, bound by the defilements of the bhūmi in which the eighth consciousness is born, taking the king as belonging to the ministers in the sense of association bondage. Although this meaning exists, the former explanation is superior.
