The Commentary states: If those who sever seeds are those who sever them definitively, then those who detour to the non-learner state are called non-retrogressing bodhisattvas. Why are they not stated? This question is asked just as with the meaning of abandonment according to the first master in the eighth consciousness. However, in the causal stage clarified above, learners of the two vehicles, suddenly awakening bodhisattvas, and learners among bodhisattvas who turned their minds belong to the same category, so they are not separately differentiated. Among the fixed nature, non-learners of the three vehicles have all already been clarified; only non-learners who turned their minds are different from bodhisattvas, and should next be stated separately as to which precedent they conform to. Since this is at all times equal to those who have not yet turned their minds, although this is a bodhisattva, they are still named an arhat, because their corresponding meaning is equal; that is, they are subsumed under the arhat in the stage of definitive severance, and therefore not separately stated, just as explained by the first master under the eighth consciousness above. The meaning of the text above is common to all masters, with no divergent theories, because the flow of the text is general.
