The Commentary states: It says "ordinary beings constantly dwell in the long night": night is darkness, so because ignorance constantly exists, it is called the "long night"; if there were no ignorance in saṃsāra, there would be light in the midst of it. "Blinded by ignorance" means that because this unshared [ignorance] constantly operates actively, it blinds their eye of wisdom. Were it not so, if midway there were a time without ignorance, one would not be blinded by ignorance. "Confused, intoxicated, and disorderly," it constantly entangles the mind of itself, "never waking up"; confused means having no awareness, and intoxicated means having no sobriety; if midway there were a time without ignorance, there would be awakening. By this sūtra it is proven that ignorance operates constantly, pervading states of all three natures; otherwise it would not operate constantly.
