述曰：下正申難。小乘等說經言恒者，謂多分說，實理亦有不起時故。今以違教為彼宗過。

The Commentary states: Below, the objection is properly presented. The Hīnayāna and others say that when the sūtra says "constantly," it speaks according to the majority of cases, and in actual fact there are times when it does not arise. Now, contradicting scripture is taken as the fault of their school.
