述曰：若以漏發名為有漏。如無記業如何有漏。彼非煩惱引故。如無漏善。若言由他緣縛。亦如前破。

The Commentary states: If being produced by defilements were the meaning of 'sāsrava' (with outflows), how could indeterminate karma be sāsrava? For it is not induced by afflictions, just like anāsrava wholesome [dharmas]. If one says it is bound through taking another as its objective support, that was also refuted as above.
