述曰：其心所法非開導依，於後念所引生無主義故。「依」是主義，心所非依。「緣」是由義，心所亦是。

The Commentary states: Mental factors are not opening-and-guiding bases, because with respect to what is induced and generated in the subsequent moment, they lack the meaning of being a master. A 'basis' is the meaning of being a master, and mental factors are not bases. A 'condition' is the meaning of being an occasion/cause, and mental factors are this as well.
