The Commentary states: This is the conclusion. Taking the places where the mind is severely [distressed] to serve as an analogy for other, lighter places: if severe distress is still like this, how much more so other, lighter distresses? This is the intention of the first master. Question: Since the sensation of equanimity in the sixth consciousness is also summoned by unwholesome karma, why does hell lack the faculty of equanimity? Answer: Because pain is severe; when unwholesome karma is light, there is the faculty of equanimity, due to a slight calm. However, this is not like the comprehensive retributory fruition (sarvatraga-vipāka); because comprehensive retribution is continuous, constitutes the substance of the destiny, and is the master of retribution. If it were pain, it would contradict the wholesome destinies.
