The Commentary states: At a single moment of the six consciousnesses, none of the five arises, such as when none of the four objects is present. Toward scattered objects, objects of doubt, and so forth, when a spontaneous mind arises, the six consciousnesses all lack these five—desire and so forth. This adduces the coarse and evident cases; even in the flowing state (niṣyanda) there is such an occurrence, as should be understood by inference. Or when concurrent with the eighth consciousness, these five are also absent; regarding the seventh consciousness, there are disputes as mentioned before, so we know that desire and so forth are not definitely concurrent.
