述曰：下立理也。由此三種能具二義：一、六識相應，即簡疑等；二、正煩惱攝，簡不信等，餘非此位。小乘三義簡，此中二義簡。及「起惡勝故」，解於根義。二簡餘法，由一義故立不善根，舉此所治方辨能治。

The Commentary states: Below, he establishes the reasoning. Because these three can possess two senses: (1) being associated with the six consciousnesses, which excludes doubt and so forth; (2) being subsumed under fundamental afflictions, which excludes lack of faith and so forth, for the others are not in this position. Hīnayāna uses three senses to exclude them; here two senses are used to exclude them. And "because they are superior in initiating evil" explains the meaning of "root." Two [senses] exclude other dharmas, and by virtue of one sense they are established as unwholesome roots. Adducing what is countered, one then determines the counter-antidote.
