述曰：若普依持一切善心名防、修義，即是三根。「依」謂依處，「持」令增長；若能遍策發驅錄一切善心，名防、修，不異精進等，此四別能也。若止惡不生，進善令起名防、修者，總此四法，故無別體。

The Commentary states: If pervasive grounding and upholding of all wholesome minds is defined as guarding and cultivating, then that is precisely the three wholesome roots. 'Grounding' means the foundation, and 'upholding' makes them increase. If the capacity to universally impel, drive, and muster all wholesome minds is defined as guarding and cultivating, it is no different from vigor and the like; these are the distinct capacities of the four [factors]. If stopping evils from arising and advancing wholesomeness so that it arises is defined as guarding and cultivating, it combines these four factors, and hence has no separate real entity.
