The Commentary states: In principle, non-ill-will has a substantially existent entity. Non-harming is nominally established based on a part of non-ill-will, because the sense of relieving suffering is superior. Question: Previously, great compassion had the two factors of non-ill-will and non-delusion as its entity; why is non-harming spoken of alone here? That was based on the substantial entity, whereas this concerns a nominal formation. Moreover, that was great compassion, whereas this is merely compassion, subsumed under the four immeasurables. Question: Why is it not established upon non-greed and the like? Answer: In order to show the distinction between the two marks of loving-kindness and compassion among virtues, it is nominally established on non-ill-will, not on non-greed and the like. Question: For virtues such as the bases of mastery, they also take non-greed as their nature; why is a separate nominal factor not established upon non-greed in wholesomeness to show the distinction of virtues? Answer: All virtues rely on the superiority of noble persons; among the persons of noble ones, the Buddha is supreme; within the Buddha's person, benefiting and bringing joy to sentient beings is supreme; and within benefiting and bringing joy, loving-kindness and compassion are the two most supreme. In order to show the distinction of these most supreme virtues, non-harming is established based on non-ill-will, not on non-greed and the like. The second fascicle of the Prakaraṇāryavācā says: 'Sympathetic joy is non-envy.' Why is non-envy not established as a wholesome root? Answer: Compassion, which relieves suffering, is superior, so non-harming is separately established; sympathetic joy is not superior to compassion, so non-envy is not established.
