述曰：非離無瞋別有自性，謂於有情不為損惱，體性賢善之相，即無瞋。故離無瞋無別不害，明不害是假也。第二出十一善體已。

The Commentary states: There is no separate intrinsic nature apart from non-ill-will. The mark of being virtuous and good in essential nature through not injuring sentient beings is precisely non-ill-will. Therefore, apart from non-ill-will, there is no separate non-harming, which clarifies that non-harming is nominal. This concludes the second part, presenting the entities of the eleven wholesome factors.
