述曰：根本中慢等七，隨惑之中忿等九法，唯意識起，流滿識少，所以不翻別立善法，不約一一功能增勝。不嫉即是喜無量故，亦應別翻，但以流滿識非多故，無此妨也，然不障餘翻為善法。問：若爾者，害唯在意，應不翻之。

The Commentary states: Among the root afflictions, the seven such as pride, and among the secondary afflictions, the nine factors such as anger, arise only in the mental consciousness and overflow into fewer consciousnesses; therefore, they are not inverted to separately establish wholesome factors, without regard to whether their individual functions are prominent. Non-jealousy is simply the immeasurable joy (muditā), so it too should be separately inverted; however, simply because it does not overflow into many consciousnesses, there is no such difficulty; nevertheless, it does not prevent the others from being inverted into wholesome factors. Question: If so, since harm is solely in the mental consciousness, it should not be inverted.
