述曰：此第一師。有三：一、標宗；二、立理；三、引證。此初也。十一中四法遍善，定地、不定地，漏、無漏皆遍，功力遍故，餘七不然。下立理也。

The Commentary states: This is the first master. There are three parts: first, stating the thesis; second, establishing the rationale; third, citing proof. This is the first. Among the eleven, four factors pervade wholesome states: they pervade both concentrated and non-concentrated grounds, contaminated and uncontaminated states, because their efficacy is pervasive; the remaining seven are not so. Below, the rationale is established.
