6.424

述曰：解七不遍。善心披讀，推理未決，無信生故。信緣定境，故信非遍。慚、愧如前依自、他力別，俱以羞恥為其自相，以同類故，如二受等定不俱生，起一之時無第二故，故亦非遍。決、未決時不障互起一。

The Commentary states: Explaining why the seven do not pervade. When reading with a wholesome mind, if one investigates the principle without having reached a decision, faith does not arise. Faith takes a determined object as its condition, so faith is not pervasive. Shame and embarrassment, as explained before, differ according to internal and external influences, but both have modesty and shame as their self-characteristic; being of the same category, like two feelings, they definitely do not co-arise, because when one arises, the second does not exist; therefore, they are also not pervasive. At the time of decision or indecision, there is no impediment to one of them arising alternately.
