The Commentary states: Below, proof is cited. Fascicle 55 of the Yogācārabhūmi says: The eleven wholesome factors arise in six states. When generally giving rise to a wholesome mind without deeply stopping defilements, neither shame nor embarrassment arises, because one disregards self and others. The rest can be understood from the text. However, this master's phrase "definitely arises at such times" does not exclude their all being able to be associated at certain times. Because of this, it is determined that in the six states the eleven wholesome factors arise; although shame and embarrassment arise at different times, because they both stop evil, they are combined and subsumed under one state. Yet this state's being said to have such times does not necessarily mean that they are not permitted to co-arise at any time. This intention generally shows that they do not necessarily occur at the same time, not that they definitely cannot occur together; the subsequent critique solely refutes the statement that they do not occur together, and permitting them to occur together is not subject to refutation.
