The Commentary states: This is not so; pliancy exists only within the meditative stages of the higher realms. Why is this? Because it is nourished and cultivated by samādhi, so that there is harmonization and fluency. Concentrating the mind in the desire realm is definitely not genuine samādhi, so it lacks the nourishment termed harmonization and fluency. How is this known? Fascicle 63 and others state that the minds and mental factors of the desire realm lack pliancy, and are therefore called non-meditative stages. If it were not so, it should say they lack the pliancy of the higher realms and are therefore called non-meditative stages. If that is the case, how can it be said to be pervasive of all stages?
