述曰：此釋前業。謂於欲界，唯除俱生，發招苦處業，是分別惑故。故惡見者，多生於苦。此乃總釋，然別說者。
The Commentary states: This explains the aforementioned function. That is to say, in the desire realm, excluding only innate [views], they generate karma that attracts suffering realms, because they are conceptually discriminated afflictions.
