6.628

述曰：所以者何？五十九說要分別煩惱發惡趣業故。此據總報多分為論，其別報者，修道亦發，故五十九分別慢等不言與苦相應，下疑等准此應知。故知前師彼趣有分別煩惱，前生勢力故，即造惡趣業也，與《對法》第七、五十五違。此文皆如貪等會。

The Commentary states: Why is this? Fascicle 59 states that it requires discriminative afflictions to instigate karma of the bad destinies. This is spoken with respect to the general karmic retribution in the majority of cases; as for particular retributions, they are also instigated by [afflictions abandoned in] the path of cultivation. Therefore, Fascicle 59 does not state that discriminative pride and so forth are associated with suffering; below, doubt and the rest should be understood accordingly. Thus we know that the previous master [held that] in that destiny there are discriminative afflictions due to the force of a previous life, which then create karma for the bad destinies, which contradicts Chapter Seven of the Abhidharma-samuccaya and Fascicle 55. This text is to be reconciled in all respects like greed and so forth.
