述曰：能生智者，此多分言。或淨分說，非謂一切，即如定後起癡心故。
The Commentary states: That it can generate wisdom is stated from the perspective of the majority of cases. Or it is stated from the perspective of the purified portion, not meaning all cases, just as after concentration a deluded mind may arise.
