述曰：非是五蓋之中止相，止相通定、惠故，止下心故。今言止者即奢摩他，能止住心，非令止下。

The Commentary states: This is not the mark of calming among the five hindrances, because the mark of calming applies across concentration (samādhi) and wisdom (prajñā), and calms a depressed mind. The calming spoken of here is śamatha, which can keep the mind stably settled, rather than depressing it.
