述曰：惡作是因，悔體是果，悔名惡作，從因為名。先惡所作，顯其因；後方追悔，明其果。如前已釋。

The Commentary states: Bad action is the cause; the entity of regret is the effect; calling regret 'bad action' is naming it after its cause. Disliking what was done first reveals its cause; feeling posterior regret later clarifies its effect, as has been explained above.
