述曰：即毘鉢舍那，此別障觀，非如蓋中能障於舉，舉通定、惠，令心高也，《顯揚》同此。

The Commentary states: This refers to vipaśyanā. This specifically obstructs insight; it is not like [torpor] among the hindrances which can obstruct uplifting (pragraha), where uplifting applies across concentration and wisdom and elevates the mind. The Prakaraṇāryavācā is identical to this.
