The Commentary states: These are the eye consciousness, and so forth. “Their modes of activity are coarse and fluctuating”: “coarse” means taking only external objects; “fluctuating” has the meaning of being unsteady and clamorous. Furthermore, “coarse” means that their modes of activity are easy to recognize; “fluctuating” means that due to conditioning external objects, they frequently change and shift. Even in the fruit of Buddhahood, the momentum of the five consciousnesses is the same as in the causal stage. The manifold conditions they rely upon have already been explained above. For the most part, these conditions are incomplete; because the conditions are manifold and difficult to assemble, and cannot be constantly complete, the times when they arise are few, and the times when they do not arise are many.
