The Commentary states: This place where the non-conceptual is experienced is the fourth dhyāna; this is a general statement. Namely, it is the third heaven of ordinary beings in that [dhyāna]. In the heavenly places below, their conceptualizations are coarse and agitated, difficult to extinguish, and feeling of change has not yet been eliminated. The lower two heavens of the fourth dhyāna are also like this: they are not places where the lower and middling habituation of ordinary beings possessing material bodies can receive the sublime mindless fruit. Because the lower is not sublime, one cannot be born there. The reason one is not born in the five Pure Abodes or the formless realm is that above there is no place to receive non-conceptual maturation. That is, the five Pure Abodes are inhabited solely by noble ones and not a birthplace for non-Buddhists, who do not know of them; and in the formless realm there is no body, no bliss resembling that nirvāṇa, and no place to receive the fruit of a material body.
