The Commentary states: From here down is the second [major section], explaining the two mindless attainments. Within this: first is a general explanation; later is a specific explanation. This is the general explanation. It explains the third line of the verse, "and the two mindless attainments." The word "mindless" applies to all four states below; since sleep and the like can all include having a mind, the word "mindless" is used to distinguish them. Although citing one line, it explains the two attainments first, following the convenience of the text. Because in all four states the six consciousnesses are entirely absent, they are termed "mindless." It does not say that mindlessness belongs only to the Non-Conceptual Heaven; thus we know that the two attainments are mindless. However, that [heaven] has only a single place and lacks similar phenomena, so it is not designated "mindless"; whereas these four states below can be confused with having a mind, hence they must be distinguished.
