The Commentary states: This is the fifth section of text, the tenth topic: its initial arising in the three realms is only among humans, because it arises through the power of exposition by the Buddha and his disciples. In the higher realms there is no such expounding; moreover, although there are no ordained disciples [there], worldly disciples are present in the form realm, yet because wisdom and understanding in humans are extremely sharp and exceed theirs, the initial arising must take place among humans. In the six desire heavens, the text also does not mention it, but in principle there is no contradiction. Could there be no bodily witnesses (kāyasākṣin) among the gods? Here it speaks provisionally of humans because of proximity and superiority; the text is not exhaustive. Fascicle nine of the Abhidharma-samuccaya is precisely the same as this.
