The Commentary states: This is the sixth section of text, the eleventh topic. The text below has two parts: first, explaining the delusions severed by seeing; second, explaining the delusions severed by cultivation. This is the first. Regarding what defilements must be severed to give rise [to this concentration]: one must sever the delusions severed by seeing before giving rise to this concentration. Because ordinary beings cannot subdue and eliminate the minds and mental factors severed by the path of seeing of the peak of existence, they cannot subdue the delusions severed by seeing in any of the lower eight stages, let alone neither-conceptualisation-nor-non-conceptualisation. This is stated with reference to the final place that must be subdued and severed, spoken in accordance with the culmination of the path of severing upon which this concentration relies, not meaning that ordinary beings can subdue those of the lower stages. 'This concentration is subtle and wonderful'—subtle and wonderful means supremely excellent. 'One must realize the two emptinesses, because it is induced by the subsequently attained [wisdom] as appropriate' means that when the two vehicles enter, it is induced solely by the subsequently attained wisdom that realizes personal emptiness; when bodhisattvas and Buddhas enter, the subsequently attained wisdom of both emptinesses can induce entry. Here, to show that their entries and subsequently attained wisdoms are distinct, it says 'because it is induced by the subsequently attained wisdom as appropriate.' Some say that contemplation of the emptiness of dharmas definitely has no roaming observation that can enter this concentration; that is incorrect, because this text is definitive. The explanation of the delusions severed by seeing is concluded above.
