述曰：心外人、法，名所分別，即牒依他能變分別，遍計所執名所分別訖，即是遍計所執性成，即解第二句。

The Commentary states: Persons and phenomena outside the mind are named "the discriminated"; this takes up the paratantra transforming discrimination, and calls parikalpita "the discriminated", which establishes the parikalpita-svabhāva. This concludes the explanation of the second line.
