The Commentary states: In the lower two realms, the sāsrava seventh consciousness, whether defiled or undefiled, can generate the anāsrava [consciousness], but not in the formless realm, because bodhisattvas on the bhūmis are not born there. Because it is bound to the same stage as the eighth consciousness, fascicle thirteen of the *Abhidharma-samuccaya-vyākhyā* and other texts all agree with this, since bodhisattvas have eliminated and departed from birth in the formless realm. When it is said here that the defiled consciousness serves as condition and fruit, this is only in the two realms; the induced anāsrava equality wisdom (samatā-jñāna) also extends to the formless realm according to its proper application. For example, during the causal stage when entering the state of the cessation attainment, the mental consciousness that induces it belongs to the stage of the summit of existence, and the seventh consciousness on which it relies is the wisdom of that stage; therefore it extends to the formless realm. When sovereign mastery has not yet been attained, it can only arise by being induced by the mental consciousness. Since the sixth consciousness enters the stage of neither-perception-nor-non-perception before raising the anāsrava state, one cannot say that the seventh consciousness belongs to a lower stage.
