述曰：然許初起真無漏非餘二界，以能引發第六意識決擇分善唯色界故，《顯揚．現觀品》第十六、七皆是此證故。

The Commentary states: However, it is accepted that the initial arising of the true anāsrava state does not occur in the other two realms, because the roots of goodness of the stage of decisive penetration (nirvedha-bhāgīya) that can induce the sixth mental consciousness exist only in the form realm. Fascicles sixteen and seventeen of the "Abhisamaya Chapter" in the *Prakaraṇāryavācā* both provide proof of this.
