述曰：下解習氣。現行此業雖纔起已，更無異問而便即滅，無別義理可如薩婆多，雖現用無有過、去體能招當來真異熟果。

The Commentary states: Below, it explains vāsanā. Although this manifested karma ceases immediately as soon as it has arisen, without any other question, there is no distinct principle whereby—as the Sarvāstivādins [hold]—even though its manifest function is absent, there is a past real entity capable of attracting the true ripened fruit of the future.
