The Commentary states: Fourth, resolving the difficulty regarding active manifestations. Now we answer: by reason of this future arising, the Daśabhūmika and the Abhidharmasamuccaya also speak of the five branches—consciousness and the rest—as active manifestations, because at the causal time there is definitively no meaning of active manifestation. The first fascicle of the Pratītyasamutpāda-sūtra says: '"World-Honored One! For what reason are the seeds of name-and-form and the rest simultaneously induced in the ripening consciousness, and yet spoken of as having a prior and subsequent sequence?" The World-Honored One said to him: "Because in the future they will arise in a prior and subsequent sequence, they are spoken of in this way."' This exactly agrees with this.
