The Commentary states: Fifth, resolving the difficulty regarding simultaneity. Furthermore, on this principle, the sūtra states that the projecting and the generating are both simultaneous. How is it known that they are only spoken of as simultaneous at the state when they are about to arise? Because at the time of initial perfuming they cannot yet arise as actual manifestations, and the times of being moistened and not yet moistened are necessarily never concomitant. That is to say: at the time of initial perfuming, when craving and the rest have not yet moistened them, even across eighty thousand kalpas they will ultimately not produce fruit; only later, when moistened by craving and the rest, do they produce actual manifestations. If they were already able to produce actual manifestations at the time of initial perfuming, then craving and the rest would be present already at the stage of initial perfuming. If so, how could the times of performing [action] and moistening be different? Because the moistened and the unmoistened are necessarily never concomitant, only at the state when they are about to arise are projecting and generating spoken of as permitted to be simultaneous. Their essence is one, but because they are spoken of according to different stages, there is the distinction between projecting and generating. When their moistening conditions combine, the designations of both meanings—projecting and generating—can be obtained. That is, the six factors beginning with volition are individually named 'projecting' and collectively named 'becoming'; nor does the sūtra state that they are definitely simultaneous. If so, why is projecting spoken of first and generating spoken of later? Although when already moistened and generating there is no before and after, between the stages of being moistened and not yet moistened there is definitely a distinction of before and after: there must first be projecting and only later generating; hence it is said that projecting is prior and generating is posterior. The first fascicle of the *Pratītyasamutpāda-sūtra* states: 'The World-Honoured One said: "These projecting and generating factors arise at one time, [yet] are expounded in sequence."' It is essentially because there must be projecting first and generating later, or with regard to whether the fruit to be generated is near or distant.
