The Commentary states: Realms, destinies, and births all have decay and deterioration. For those who do not die prematurely, their sense faculties and consciousness decay and deteriorate near death, distinct from before; therefore, it is pervasive across the destinies and can be established as a factor. Excluding those who die prematurely indicates that it is not definite. The thirteenth fascicle of the Yogācārabhūmi asks: "How should one know that there is deterioration in the higher realms?" It answers: "Because those formations possess the nature of decay and rot," which accords precisely with this.
