The Commentary states: This is the third question. If so, craving is not pervasively present; why is it established as a distinct factor? What is meant by not pervasive? Because those born into miserable destinies do not crave that [destiny], it is not pervasive. The upper fascicle of the Pratītyasamutpāda[-sūtra-vyākhyā] states: "World-Honored One, if it is only said that craving is a condition for existence and not a condition for grasping, what fault would there be?" The World-Honored One replied: "Desiring is called craving; in dangerous and miserable destinies there is no desiring. Yet, because of committing non-meritorious actions, although one desires a good destiny, a contrary result is produced; how could that non-meritorious result be conditioned by craving? Furthermore, as it is said that those without craving do not desire non-existence, when desiring non-existence, due to previously performed meritorious and unshakeable actions, a contrary result is produced. The arising of these two results is also not conditioned by craving."
