The Commentary states: When that non-returner is born into another plane, although manifest craving does not arise to moisten rebirth, nevertheless, just as seeds are definitely present for the factor of grasping with respect to his own body, it is also called definite. For that non-returner, not only is manifest craving absent, but manifest grasping is also absent; because seeds of grasping exist, rebirth can be moistened. Since grasping is called definite, craving by analogy should be the same; therefore, like that grasping, craving definitely possesses seeds.
