述曰：若爾，如何五十九等復說全界一切煩惱皆能結生，結生之言顯潤生惑。若唯修潤，即有界中見道煩惱不潤生，故不名全界，此難愛、取唯修所斷。又說取支通攝四取，見、戒取等非修斷故。下難無明唯見所斷，五十九初復說往惡趣行唯分別起煩惱能發，則應乃言生五趣行，唯分別起煩惱能發，以見斷煩惱不唯發往惡趣行故。若言人天感別報業，修惑能發，通總、別報說故。論不言發人天者，即惡趣別報業，應修道惑不發，惡趣別報行，修惑既能發，故知彼說但論總報。

The Commentary states: If so, why does the fifty-ninth fascicle, and so forth, further state that all afflictions of an entire realm are all able to link rebirth? The words "link rebirth" express the afflictions that moisten rebirth. If only cultivation [afflictions] moistened [rebirth], then there would be afflictions of the path of seeing within a realm that do not moisten rebirth, and thus it would not be called "the entire realm." This objects to craving and grasping being abandoned only by cultivation. Furthermore, it says that the limb of grasping generally subsumes the four graspings, and view-grasping, precept-grasping, and so forth, are not abandoned by cultivation. Below, it objects to ignorance being abandoned only by seeing. The beginning of the fifty-ninth fascicle further says that actions leading to the bad destinies are generated only by intellectually formed afflictions; then one should rather say that actions leading to birth in the five destinies are generated only by intellectually formed afflictions, because afflictions abandoned by seeing do not exclusively generate actions leading to the bad destinies. If it is said that karma bringing about particular retributions in the human and celestial [realms] can be generated by cultivation-afflictions, because it speaks of both general and particular retribution; since the treatise does not speak of generating human and celestial [rebirth], then regarding particular retribution karma of the bad destinies, cultivation-afflictions should not generate them. Since cultivation-afflictions can indeed generate particular retribution actions of the bad destinies, one knows that its statement only concerns general retribution.
