述曰：諸聖教中，不言潤生之惑唯修所斷，全界煩惱能結生故。亦不說言諸感後有行皆見所斷發，唯言惡趣行分別惑發故。

The Commentary states: In the sacred teachings, it is not said that afflictions moistening rebirth are abandoned only by cultivation, because afflictions of the entire realm are able to link rebirth. Nor is it said that all actions bringing about future existence are generated by what is abandoned by seeing, because it only says that actions of the bad destinies are generated by intellectually formed afflictions.
