The Commentary states: Following the third explanation above, this answers the first question. Because the cognitive hindrance does not initiate karma and so forth, the two vehicles enter nirvāṇa and liberation—that is, the two nirvāṇas. Liberation means resolving the bonds, hence it is called liberation. Defilements are called bonds and can obstruct nirvāṇa; the cognitive hindrance is not a bond and does not obstruct nirvāṇa, for nirvāṇa is liberation. Since it does not obstruct liberation and its essence is not a binding dharma, it lacks the function of initiating defiled karma like ignorance, or of moistening rebirth like craving and the like. If this cognitive hindrance could initiate karma and moisten rebirth, binding sentient beings, it would distinctly obstruct liberation; but since this is not the case, it does not obstruct liberation.
