述曰：由法爾種新所熏發，由本願力，即佛世尊利他無盡，清淨種識皆通現種，皆唯第八能持種故。

The Commentary states: Aroused by new perfuming from innately existing seeds, and by the power of fundamental vows, that is, the World-Honoured Buddha's endless benefiting of others, pure seed-consciousness includes both active manifestations and seeds, because only the eighth [consciousness] is capable of holding seeds.
