The Commentary states: The arising and ceasing nature of all conditioned dharmas—the nature is itself tathatā. In terms of designation, it is called arising and ceasing; speaking of the nature, it is precisely that tathatā. Spoken from the standpoint of designation, what follows should be understood accordingly. The old Madhyāntavibhāga named it "reality of arising", which differs in the new translation, and should be understood accordingly below. Fascicle 77, the Prakaraṇāryavācā, and others explain it solely as the tathatā of dharmas of dependent origination; here it speaks generally of all conditioned dharmas. Those refer to the fundamental transmigration of internal dharmas and speak solely of dependent origination, while here it speaks generally of the essence of all dharmas, so there is no contradiction.
