述曰：初伏所取；次伏能取。「伏」令不起故名為「除」，非離「伏」時別名「除」也，至下當知。

The Commentary states: First, the apprehended object is subdued; next, the apprehending subject is subdued. Subduing them so that they do not arise is called "removing"; it is not that "removing" is named separately from when they are "subdued," which will be understood below.
