The Commentary states: This is the author's answer. In this abiding ground, because delusion is predominant, it is collectively designated as delusion; it is not that the remaining afflictions such as views and so forth are absent. Why is it called predominant? First, its substance is predominant: although the other afflictions may or may not be accompanied [by it], delusion is always present to constitute this obstacle; as in the non-learners of the two vehicles and so forth, who are not necessarily accompanied by the remaining afflictions. Second, its function is predominant: it deludes with respect to all objects and obstructs omniscience, preventing the attainment of the fruit of Buddhahood, unlike the [ordinary] afflictions. Third, difficulty of severing is predominant: it requires the highest path to be able to sever it; therefore it is called predominant.
