The Commentary states: Although there are suppressions of the two coarse active manifestations—that is, suppressing most of the coarse afflictions of discrimination: all those caused by pondering false teachings are suppressed, while those of self-reflection are not yet exhausted, being exhausted only in the subsequent four roots of goodness and so forth. Yet the subtle discriminated ones, as well as all anuśaya—whether coarse or subtle—within both obstacles, cannot yet be suppressed or extinguished because the power of the counteracting śamatha and vipaśyanā is weak. Initially arisen śamatha and vipaśyanā are not yet superior and compliant with the mind, not like in the four roots of goodness where one can suppress both subtle discriminated active manifestations and seeds; their innate active manifestations and seeds can also be suppressed a little. Next, in the stage of preparation and in the tenth fascicle, there is also this text. The word "suppress" here does not mean restraining them from arising through the power of cultivating the six aspects, but rather rendering them non-autonomous; this is the meaning of suppression here, which should be understood accordingly below. Bodhisattvas do not sever the afflictions of lower realms and stages, because they induce meditative stabilization to be born above. Moreover, regarding the method and function of severing them distinguished across the ten grounds, there is a text below, so there is no need to present it in advance. As the first fascicle of the Madhyāntavibhāga explains, these two obstacles subsume various obstacles.
