Answer: It is based on the Buddha's method of settling disputes (adhikaraṇa-śamatha). Settling disputes has two aspects: (1) settling external disputes; (2) settling internal disputes. External disputes means settling disputes among persons; internal disputes means settling disputes over dharmas. Disparaging persons settles disputes among persons; disparaging dharmas settles disputes over dharmas. Settling disputes among persons causes them to cultivate the six harmonious reverences (ṣaṭ saṃrājanyā dharmāḥ): oneself and the other equally uphold the precepts, equally view the truths, and equally share material goods. In these three—precepts, views, and material goods—there is no barrier between oneself and others, so there is harmony without dispute. In the three of body, speech, and mind, each cultivates loving-kindness and compassion, eradicating suffering and bestowing happiness, in order to gather in the other person, so there is harmony without dispute. Second, settling internal disputes: what is taught has two types, dark teaching and great teaching. These correspond respectively to the contrasts between internal and external, Mahāyāna and Hīnayāna, definitive and non-definitive, and teaching evil and teaching good. When one hears by transmission that another person teaches dark teaching or teaches great teaching, one must not immediately believe and rely on it. If it accords with the Tripiṭaka, one should believe and accept it. If it does not accord, one should abandon it. If one upholds the meaning based on this, the Dharma will be harmonious without dispute.
