Regarding the passage "Yet, based on the limits of volition and vow, whether wholesome or unwholesome..." and so forth, Ximing says: "Although vows are numerous, in this context volition is called vow; the two moralities of absorption and the path are volition and not vow, while the prātimokṣa precepts are both volition and vow; in order to subsume non-revelation of both states—absorption and distraction—it speaks of volition and vow." This is also not certain. How does one know that this vow is solely volition and not based on desire, resolved determination (adhimokṣa), and so on? Because of having yearning and desire, one then arouses a prayerful mind; to state that vow is solely volition is too narrow. The *Yaoji* says: "Non-revelation of the distracted mind has a determined commitment, hence it is said to be based on volition and vow; non-revelation of absorption and the path has no prayer or vow, hence it is only volition and not vow." However, some say: "The vow reveals the characteristic of non-revelation." This statement is somewhat narrow and does not apply to absorption and the path; I now say there is no error, because this is a general explanation. The intention is to show that prātimokṣa differs from absorption and the path, conforming to the limits of the vow. If it were not so, then since it is based on seeds and seeds are currently present, by what cause would the precepts be abandoned? Furthermore, the various explanations of vow do not apply to absorption and the path. Now, this vow is stated to reveal the non-revelation of the distracted state; why say that it alone is narrow? Ximing explains non-revelation, saying: "Upon seven types of seeds, seven branches are nominally established, because their functions of restraint have seven types."
