問：想既施設名言為業，何非語因？答：准《雜集論》說，為隨說因，非語加行，由想境像，方立名言，此勢用疎，尋、伺用親，正起語故，說為語行。

Question: Since conceptualization has the formulation of conventional designations as its activity, why is it not the cause of speech? Answer: According to what the Miśrakābhidharma-samuccaya says, it is the cause of subsequent expression, not the preparation for speech. It is because of conceptualizing the image of an object that conventional designations are established; its functional capacity is remote. Investigation and examination (vitarka and vicāra) have a direct function, as they directly initiate speech, and are therefore said to be the formations of speech.
