The Treatise states: "However, among the formations of phenomena, there are universal and non-universal ones." The formations of body, speech, and mind each have three kinds. The three bodily formations are: inhalation and exhalation, which are not universal formations; and volition that initiates movement, which is a universal formation. The three verbal formations are: vitarka and vicāra, which are not universal formations; and volition is also a universal formation, for the Tathāgata has no vitarka or vicāra yet has the eight limbs of the noble path, and the correct doctrine maintains that he expounds the Dharma. The three mental formations are: sensation, ideation, and deliberating and determining volition; all three are universal formations, because they necessarily exist whenever mind arises.
